Who is she? She's from the T.V. series Black Scorpion. GAIL WATERS (Athena Massey) is a mousy marine biologist who is studying the pollution content in Angel Bay when she becomes infected with chemical waste dumped by Mayor Worth's henchmen. When her chemical alteration synchronizes with the ocean's weather forces, she becomes HURRICANE, capable of using her supernatural powers to wash away the city's pollutants.
